IXL is building LevelUp into the measurement layer districts already buy elsewhere. Norming it nationally makes its scores comparable to dedicated benchmark assessments; shortening the ELA form and adding an on-demand Snapshot attacks the other constraint, which is that benchmark testing happens on a fixed calendar.
